That happens quite often. Because it has so many extra limbs,, it's probably the mixture of two foetuses in the womb, but it can be all sorts of things that could have caused a mutation. At one point, Chernobyl was apparently having an effect upon the frequency of deformed births in uplands areas in North Wales.
