Goverment/History
In the year 8437, the last great United Empire of Systems is about to fall. Having ruled the 9 sectors for nearly 1000 years, anarchy and corruption has had its toll, it's dark claws of deception and greed having infiltrated all forms of the governmental system. Each system has essentially turned into mini-dictatorships, each one running their system the way they want to. This has irreparably fractured the Empire making its central power nearly useless and weak.
However, with the systems fracturing, each one is beginning to make the claw for power, struggling to rise to the top to claim themselves as the ruling force of the 9 sectors. Each one motivated with their own private agenda and with little regard for the people under them, the systems of the 9 sectors have become a place of not only greed, deception and power, but of debauchery and sin as well.
One system has seemed to hold out against this, yet falling into another trap. Having become religious extremists, the system of Lux Lucis has declared themselves as the guiding light of the galaxy. Declaring a prophesy that the Deity has blessed them as the righteous ones to lead the galaxy into its final days, the other systems think of them as laughing material. That was until the crusade began. Purging the galaxy of sin and corruption.
Now, for each rivalry and war between system and sector, there is another level of civil war going on underneath. Having "liberated" two other systems, the Luci have been taken more seriously.. but as a threat to the existence of others.
In all of this, bands of freedom fighters have arisen around the 9 sectors, each disorganized and incoherent for the next as each fights to regain control of their sector. Not an allied force, the freedom fighters have become a pain in the ass for the ruling powers of each sector. Most governments have gone as far as killing innocent people in the streets and in space whenever possible, just to make their point that opposition will not be tolerated. This has only encouraged the freedom fighters more and because of it, every civilian in the known worlds are targets by their governments.
Governmental Structure before the Fracture.
Classified as a hegemonic empire, the United Empire of Systems (UES) had a vast military force that was spread out across the 9 sectors. This created less direct control for the ruling power. Though lacking an actual Emperor, the role of Emperor was assigned to the Core State, which comprised of representatives from the 9 sectors. Each one a sort of mini-emperor to their own sector. However, some democratic tendencies were present in the UES for if even one of the Core Representatives felt that another was not ruling their State properly, a motion could be passed and voted upon by the Core State to remove the representative in question and place another person in power. Typically this rarely happened and the role of Representative was usually assigned through birthright, much in the way of a kingdom.
The set-up of the structure was as follows:
Core State - Ruled the entire Empire, capital was Alpha Kartell
The 9 Sectors - The galaxy was divided into 9 sectors. Each sector had it's own leader, but was still answerable to the Core State.
The Systems - The systems are what comprised the 9 Sectors. Each sector had a series of systems. Each system had a mini government of sorts set up, but was answerable to the Sector and to the Core State
Planets/Drifts - Each system was made up of planets and drifts. Their territory belonging to that of the system and subsequently the Sector. Planetary government was usually run by the government of the system. It was very rare for a planet to have its own personal government.
Governmental Structure After the Fracture
The fracture occurred when the leaders of the 9 sectors assumed direct control over the systems and planets in their sector. This took many years, but the leaders and people became corrupt and power thirsty. The initial point in history for this was the year 8212. Though the 9 Leaders still convened over the next 200 years, none of them dared over-throw the other for fear of a large scale inter-galactic civil war. However, by 8422, Civil War had erupted when the Mauri sector tried to overthrow the Calion sector and absorb their resources and military assets into their own. This lead to each sector going to war with each other in an attempt to try and claim the power of the other 9 sectors. This essentially led to the systems within each sector to start their own civil wars, despite being part of the same sector. Ultimately, the system were vying for power and the sectors were vying for power.
Most law and order has disappeared by 8437 leading to a general dark ages amongst the people. Technology however has been at its peak and has come to be misused by the people. By now, any sort of unified governmental force is about to crumble as the sectors cannot keep up their war of interest for much longer. This has become apparent as even the systems and planets are struggling to take control of whatever they can so that they can survey the ultimate outcome of the fracture and hopefully emerge on top.
