But it's not that simple. Sure, we have nukes, but we don't have the balls to use them. We, unlike NK, realise that launching nukes at anyone who looks at us strangely is just stupid. Either we start another world war that doesn't use nukes, or we start a nuclear war and either a) Everyone dies, b) A few people survive in bunkers, c) We just get plain lucky, or d) A larger scale Chernobyl happens resulting in large ares being irradiated for centuries, leaving small areas we can live in.
