Here, only the black people call each other "nigga", because "they have permission". If a white guy calls a black guy "nigga", he's asking for a fight.

It's funny how that works, so me and my friends sometimes call each other "cracka" in front of black people. And when they laugh, we say, "What? We have permission." They always get a kick outta that.
