Can you make plug-ins using the Game Editor, if so how?

yes, once you hit the stations, it doesn't work, mostly because the coding from that point forward was never done.

Are there files for BM2 yet, or do we use the ones from BM1

(for notepad - making plugins)

Also is there a way you can save the plugins you make with BM2 to share?

Apparently there aren't plug-ins for BMII. Instead we were meant to use the game editor. Vex said there would be too many and they would be too complex as things such as the map coordinates are controlled through them. I will see what I can do with the game editor for you guys but it is EXTREMELY poorly made! Well... it is in comparison to the game.

wait minute! I had BM2 plugin files somewhere. It was well over a year ago, but when I was working on the editor, I extracted the plugin files and created .fbm ones that you could load into the game. they might have gone on Vex's site, I can't remember.
