First start as an Independent. Use the "everyonelovesme" and "ilovetocheat" codes. Buy a fleet of ships and tell them to explore. Some of the planets will be uninhabited like Andoria and others will have different owners like Ferginar will be controlled by the Lysians.

Unfortunately no but Vex is controlled by an independent government and Romulus is abandoned

Also Alpha Centuri is owned by the EE but there is no population so you can use the "urmine" cheat to take it over and the Klingons will not attack it.

I always use those cheats on the very start of the game, sometimes in the same order: "evryonelovesme" ----> "ilovetocheat", but I ain't got no glitch....

you have to get a fleet of ships and tell them to explore the galaxy. Fly around and you will start to get reports that your ships are exploring. Some of the systems like Romulus are abandoned so you can claim them for yourself
